CANDIDATE FOR MAYOR

Ian McDougall

I am running for Mayor because Scugog needs more than promises and another four years of meetings. It needs a Mayor who understands how municipal government works, knows how to move an issue through Council and is prepared to make difficult decisions.

MEET THE CANDIDATE

Why I’m Running

Experienced Enough to Lead. Independent Enough to Act.

I am a lifelong Scugog resident, husband and father of four, Professional Engineer, builder and business owner. I have spent my life solving real problems, managing risk and turning plans into completed work.

Outside work and Council, I am a runner, cyclist, windsurfer and snowboarder. I am also a certified running coach and snowboard coach. Whether I am running Scugog’s roads and trails, cycling with my family, windsurfing on Lake Scugog or training for a marathon, being active has always been an important part of my life. It also gives me a direct connection to the roads, trails, parks, waterfront and recreation facilities that municipal decisions affect.

I have spent 13 years serving Scugog: first on municipal and regional committees, then as Ward 1 Councillor and Regional Councillor. Mayor is not an entry-level position.

MY PRIORITIES

The Issues That Matter Most

  • My 1st Priority

    Infrastructure and Roads:

We need to maintain and protect the infrastructure we already own. That means consistent investment in roads, bridges, culverts and drainage, implementing existing plans rather than commissioning more studies, and completing essential servicing projects that support our community and economic development.

  • My 2nd Priority

    Responsible Growth:

Scugog needs more housing options to meet the needs of our changing community, supported by appropriate infrastructure and services. Equally important is unlocking our employment lands to attract businesses and jobs, broaden our commercial and industrial tax base, and create a more sustainable financial future for Scugog.

  • My 3rd Priority

    Fiscal Responsibility:

Fiscal responsibility is more than controlling spending. Scugog needs to address its limited commercial and industrial tax base so residential taxpayers are not left carrying an increasing share of municipal costs. We must unlock our employment lands, establish clear priorities, follow approved budgets and make investments that deliver long-term value.

  • My 4th Priority

    Parks and Recreation:

Scugog needs renewed investment in recreation for youth, families and seniors. We should explore practical, affordable options for pickleball, a pump track/skatepark or field house, while improving trails and passive recreation opportunities. Working with the Port Perry Agricultural Society, we can also explore additional park space and recreation at the Fairgrounds. These investments help build a more complete, active and connected community.

  • My 5th Priority

    Environment:

I fully endorse the Scugog Lake Stewards' recommendation to clean out the existing Baagwating stormwater ponds, preserve natural vegetation and monitor water quality before pursuing costly reconstruction. Working with the Mississaugas of Scugog Island First Nation, the Scugog Lake Stewards and other community partners, we must protect Lake Scugog, our wetlands and natural environment for future generations. While listed fifth, environmental protection is no less important than my other priorities.

WHERE I STAND

Housing

Scugog needs more housing options for seniors, young couples, first-time buyers and renters. These options can help seniors downsize and free up single-family homes for growing families, but new development must respect Scugog's character and identity, recognizing that Port Perry, as our only fully serviced urban area, will accommodate most of this growth.

Taxes & Spending

While Scugog accounts for approximately one-third of the overall property tax bill, we must maximize the value of every dollar. That means following budgets, avoiding unnecessary spending on exercises like Fairgrounds visioning, and advocating for responsible budgets at Durham Region while recognizing that spending reductions can affect service levels.

Growth & Development

Growth should build on Scugog's unique character and identity, including our historic downtown, Lake Scugog, farms and rural communities, while creating complete communities where people can live, work, shop and enjoy recreation. Development must be supported by appropriate infrastructure and services, pay its fair share, and create opportunities for local employment.

Local Business

We need to support our existing businesses, farms and historic downtown while creating opportunities for new investment. Prioritizing infrastructure to service our employment lands, particularly along Line 6, will attract businesses, create local jobs and expand our commercial and industrial tax base, reducing the burden on residential taxpayers.

Transparency & Accountability

Transparency and accountability begin before election day. Residents should be able to compare candidates' experience, public service, previous campaigns and records to understand who is seeking to represent them. After the election, accountability means open decision-making, responsible spending and measurable results.
